I believe there's a way to dupe(or redo quest?) Practice Upgrade Scroll coz there's more than one guy selling lots of them at price as low as 3k. I bought 68 of them at 8k, thinking for resell, and ended up have to npc it for 25 each...

You can "Give up" the quest and get it back.

ya fkin scammers xD sell them on the new server cheaper than other low scrolls , some ppl think its same as the red 1 for low class items but its only till +4 and that how they make money on the new server T_T

You can't even use it from +1 to +2, it can be used for upgrade practice only.
