no, u don't need prem to seal or unseal a character. U just need to have a css, which u can only buy with kc. When u buy it u have to have the old esn codes with u cause it will ask for 2 old esn codes pass word in order to buy the css from PUS.

I would like to warn you before buying CR. If you have any nation transfer receipts in your inventory you can not cypher ring at the moment. Customer support is unable to delete these right now. If you have no receipts, happy cyphering
