a question about cypher ring

so im buying this one delvled warrior that was once 75, the owner claims that it still has stats/skills of the lvl 75 even tho it is now lvl 70

my question is, if i buy the character through cypher ring, will the stats and skills stay the same of that of a lvl 75

or is the whole thing just plain bs

if you dont know and trust him, then you might as well assume the warrior has never seen a level past 70, and the guy juts wants to make as much money off you as he can

if he was lvl 75 and had his lvl 75 skill... bloddling it hink? and was jsut delvled yea he would still have it..

but not the same stats as a 75 warrior...

if u notice whe ur a mage that has nova and accidently dies and delvls to 59 u still have nova

but ur hp and mp is decreasd even though in ur stat points it says u still have it
