I think u can get the same items from the best and worst fragments. The difference is in percentage of getting unique item.

Worst is armour enchant, or you could get foverin, lugias, avedon etc...

Most likely on rage you'll get armour/weap enchant, bus, shell or a high class weapon.

they aren't pots

they are "scrolls" that give you either 100 hp or 100 mp
