is there a way to buy premium with a debit card?

Exactly. It has to be a Visa/MasterCard debit card. It will have the logo on the card, if it is.

I used my Visa debit card to buy premium after they stoped accepting paypal.

No. You only pay pay if you except credit card payments. I have a business account with paypal and except credit cards with it. That is the only time I have ever had to pay any fees to paypal.
