that mean cooldown coming back? or getting removed instantly and working without failure?
Yes, it means cooldown is coming back. The skill was never supposed to be changed in this patch at all, but the developers somehow managed to accidentally remove a previous update that applied a cooldown time to the skill use. Once it is fixed, the cooldown period will be back in effect.
