how is it the gm's are banning people ingame all the time, which i guessed is an automated system, don't quote me if i'm wrong, yet during felenkor time in the bowl, on midgard anyway, there are parties of mages using koxp, flying up into the sky and killing felenkor without any sight of a gm to ban them...

Bans aren't happening by an automated system, GMs have to go and apply these bans manually. Ban each and every cheater.

As for the Felankor part, think about it, how are they suppose to know when it spawns EXACTLY?
Best way is just to record it and submit a report on official forums.

My bet is that they just cant ban like that and it have to go through a system where they have to get verifyed to ban.

I dont know how it works now but when i played the gms wherent allowed to ban but only request bans to headgms

They can, they just have to collect an evidence before executing the punishment.
