Plenty noob chars can get em. If ur clan aint strong enough to get emblems, capes, whatever, how many clans in the past have joined high lvl chars to clan to do the quest? I bet most clan in game who have done the quest b4, have at some point done it.

Or maybe they been there for a while and steal the drop from another clan, but dunno if that still happens.
