In the old days, when there were a ton of dupes around and people were @ the anvil 24/7, it also felt like the upgrade rates shifted (became better)
I remember that in those days (this was a very long time ago) I managed to easily upgrade items to +7 (non-duped), something that I previously failed miserably at then

So maybe because of the multitude of users, the anvil RNG system is affected?
This - and Indian Rain Dances, are the best ways to upgrade after all
