If you have been scammed by him, and you live in the United States, a good action would probably be to contact Verizon. (www.verizon.net ; I think their customer support line is still 1-800-567-6789).
His IP Address is 70.19.84.172, so be sure to mention that. He lives in Brooklyn, New York.
