when u say "english" server its C-west by deafult. and for exp i dont think the other servers are more active realy , couse i see ppl at apos , para , brah , booro and ds . as a mage there are always party at graveyard and sometimes if they got 2+ 60+ mages they go harpy . and there are DK and CW party at cz aswell . if u wanna play with babas u can try every other server , couse they are fll with em , and if there are eng speaking players , they are prolly high lvl by now and wont bother helping ya .
