It's not the time difference its the amount of people, bigger clans = more items like for instance, europa is more active so more high level bosses like Isiloon will have been killed.

It means:
If you have a lets say lvl 80, 75 and 52 on Europa and lvl 10 on callisto. That lvl 10 char will be deleted and the 3 other chars will remain.

Well, no. The more active a server is, the more users killing the bosses and the more spread out the uniques are. It would be worst in a inactive server where the same people would be killing the bosses over and over again getting all the drops.
