Statistically speaking, most Engish speaking players play Hellsgarem currently.

As for a new server, there are no plans regarding a new server at this stage for both STKO and USKO.
Cypher is almost a year old now (Cypher was released on January 25th 2016) and Hellsgarem was released on 6th of October 2016 (Which means it's a little older than 2months).

Given the fact that Cypher is a lot more advanced than Hellsgarem (item-wise) and without spending real money, there's no actual way for you to catch up with top geared players, then I think you should consider starting at Hellsgarem.

Well at USKO usualy EN players are scattered between few clans on servers like Europa, Gordion, Olymp, Ares
