Can a level 1 sell scrolls through merchant? I've heard some rumours about it being like only for level 60+.

After the 24 hour penalty that is.

actually they have to be bought at 55+ to be able to sell through merchant

Another question, what happens if let's say a friend, who has a 60+ char buys them and trades it to my level 47 char? Is it bound to me forever or can I sell it once I hit 55?

You can sell it once you hit 55 I think.
