i have no problem to buy premium using any cards(visa debit or visa credit) or using paypal. btw i live in england

What you need to do is verify your card or payment method. Until the card gets verfied use smaller amounts <$10.
try different location ion game...i always get error at moradon..and eslant work fine at elcastle
i just bought bronze like 3hours ago with clickandbuy account no probs
