Unable to start a new topic

I tried subscribing to the forum, etc. I am having trouble starting a new topic in some sections, ie: Olympia.

i was wondering the same thing,
but i looked around 2 see if any mod made a post about it and they did
so i didnt make a post

prob best if u look around before make a new topic which has all rdy been made
