Can someone explain to me how it works, what the voucher is (and how to get it) and what items can drop?

Those UTC Coupons +8 are rare drops in Special Monster Staffs like how darkness items are from chests. 5% ^^
I've bought 50 of the staffs and nothing but ipexes and crisises and a few exchanges.
