In PUS it says success rate it gives to +1 is 100%, +2 70%, so I bought two and in game when I mark it, it says to +1 70%, +2 40%, which one is right?

with victoria for +1 -100 %
w/o for+1 its probably 70%

+1 with victoria = 100 %
+2 with victoria = 70 %
+3 with victoria = 50 %
