If someone sig is too big or not really suitible for the forums I have always PM'd them asking if they could change it. People like being asked instead of being told.
Personally I don't know how big my sig is or it's file size but I aint changing it as someone was nice enough to make it for me
i normally delete ones that are outragerously big, but enforcing too strict limits i think is a little silly :S

I don't see why topic quotes matter, seeing as how they fit perfectly between the borders. If it breaks the format, then its too large. I say having a limit on the size is a good thing, like the one kid with the 50 banners a few days ago, but saying no bigger than 400x200 or w/e bs is just ridiculous and won't be followed. You wont be able to enforce that strict of a rule either, unless you just ban everyone from the forums and sit around posting to yourself.

No, I'm not azn, I can't get a different type of internet, and my ISP said that 256k was the fastest internet anyone could get. (they are retards I know) So I don't see a faster internet in the near future.
