mGame are the ones developing it.
They are a korean company in Saol.
They didn't sell the rights to K2, they are licencing the game to K2 for hosting. mGame are still the ones developing it, they are just releasing patches to K2. K2 isn't doing any developement on it at the moment.
Only company that did their own in-house developement was the JPKO team, but they went bankrupt due to the licencing rights to actually develope KO.
