how do i report scamer for real money transaction.

i reported the guy in the cheats forum on ko4life.com and uploaded the proof(chat log) but it seems nothing happened to that user.so who shall i report this?
btw i have a suggestion why not ko4life make a middle platform for transaction,we can buy or sell direct on it and guess most of us are willing to pay some fee for helping us to avoid the scamers.

Nothing's gonna happen. WIFI scammed people for nearly 2000$ and he's still not banned lol.
Same goes for RaekaN, admitted to accountsharing and is using a known msn address of a scammer. Not banned either.
