why can i not get into lvl 35-45 border war, when im lvl 45..

i cannot get in, im lvl 45... and it say im not suited for these battles.. my friend another lvl 45 priest, can get in.. and another friend lvl 42 mage cant..

when its not the right time it say stone still strong or something like that .

when i try by my 70+warrior it say same message u getting now :S
