I asked a GM and he told me what i said above .

There are 2 difrent item type's.
The items u get from the quests(Like MSQ2, Burning skeliton's...)
And the items u can get from mob drops or out of items (like chests,gems,fragments).

Well here is how it go's.

All items that u get from quests can only go to +8 (new rule) (this dont count for the personal and lvl 75 quest).
And normal items can be upgrade to +10.

U can see the difference between a droped item and a item from a quest to look at the text below the item.
Most (or all) of the quest items says somthing like "Can be sold cheaply to the NPC" and the normal item says somthing els (each items difrent text)[/b]
