It's an old rule, and it's pretty much a loophole violation. If your doing something which isn't against a specific TOS rule but it's not all legit either, it falls under that category

I remember the good ole days when I quit b4 KE came out and came back to play again and my acc was lvl 0 from 61, and after trying for months it still is lvl 0 ... actually no I think they just deleted it because nothing shows in that slot now.

they used to not ban back in the day because it was to easy to get unbanned the lead gm would just go into ur account wiped it change all the details in website and make ur char invalid password
