Big laggs !! Why ?!?!

Hello all !!
I have problem with lags, with big laggs.
My download speed is : 6000 Kb/s
My upload speed is : 370+ Kb/s
On my computer i have 4GB RAM memory, Graphics card is GeForce 9800GT, ADM Athlon Dual Core Processor 4600+

And my question is : WTF ?!? Why i have laggs in USKO ? If i Play on other games ( Counter Strike) i have ping 25-35 max .

Please HELP ME ! and sorry for my english .

It's lag in game(Carnac-west) meybe their servers have laggs ?), 2-3 minutes. I hate it.
