at least the 7pm(gmt-5) one... i dont think its any different in other bdws throughout the day tho... (havent tested)

i was lvl 64 now 65 and it also didnt work when i was 64, my skill points and stats are ok.

so can anyone explain me this please? it just doesnt make any sense at all...
