Computer Gets Stuck Starting Up

K heres what happens, I restarted my computer and it goes all normal untill right before the "Welcome" screen, you know there is a little black screen for like 1 sec right before "welcome" well it gets stuck on the black screen.

Im in safe mode atm... i need to fix this. I was thinking about using system restore? would that fix it?

umm .. system restore would maybe do it, reset your bios to default settings . or reformat
