You can buy madvpn with paypal, unless you asking to buy another way. They also have CC option.

The best option is madvpn for its price, they have good service also. Other option is Black Logic if you want just a Canadian or US ip. Their account gives you access to both US and Canadian IP at same time, but quite expensive.
