Friend is unable to login, launcher stuck on Update Complete and is unclickable

Anyone familiar with this issue? SteamKo, he played a few months back and then tried to launch it today. After the message of "files being packed" and Update complete the start button becomes unclickable and the mouse goes into spinning mode and never recovers.

He tried uninstalling and redownloading, no antivirus just malware bytes, restarting PC etc..same problem each time. Seems like its a PC issue but we don't know what. Any thoughts?

Im just guessing blindly here but it looks as he is having problems connecting to the website thru the launcher which causing the icon to spin and start button not to pop up. Probably already done this but try running Steam and ko as admin.
