Probably u use old lancher version. I had same problem but here u are:

now u dont need to download patch by urself!

not correctly , as the KO - facebook says , from patch 1853-54 [ the 1 with the problem ..]

you need to do right click ---> run as administration --> will work .

you don't need to reinstall , lmao ...
