All programs wont load

Okay so out of the blue my laptop started acting really weird, and since a reboot, programs will not load.

by programs, i mean anything that is a .exe, so i can open up folders, but not the actual application.

however when i am using safe mode, i can do everything normally, and everything works.

so please if you have any ideas please say. or add my msn

Same thing used to happen to me but as soon as i pressed on " Run as administrator" it started to work.

and if that doesnt work... try system restore... go back 1-2 days.. wont harm anything
