It can be a lot of things. Maybe your ISP?

    do this:
    1. restart your computer
    2. restart your modem.
    3. update modem's firmware
    3. check for viruses
    4. close down any unneeded process
    5. check your internet speed
    if nothing helps
    6. reinstall windows and ko
    if that dont help
    7. move somewhere else, buy a new computer, new modem, and try then

im from israel too, my isp is bezeq international and i have 2.5mb on my internet speed and i have got no laggs at all. game is working perfect.
    u can:
    1. try to download ad-aware 2008 (search in google and download the free tool) then run it and mark all the shit that it finds in your computer and then press 'remove'.
    2. try to delete your cookie and temp files from your web browser.
    3. go to run and write %temp% and then open it and delete everything inside (some files are undeleteable, just dont try to delete them again-they will be deleted in a few days [or months]).
    4. after u try all this things restart your modem.
    hope i could help.
