nation transfer

has anyone been able to transfer in the last 12 hours? I registered last night and it said ready and everything, I click it transfer under transfer:ready under website and it says There's no nation transfer pending on your account. Today when site got back up, everything I click including CS just refreshses the page. All I wanna know is if this means I got rejected, cause my friend did it today and it took him 5 minutes.
