Optimal settings: Fraps and conversion

Hi

I dont have an uber computer, but would sometimes like to fraps. My questions are: What is the best resolution and FPS, and codec to use in order to get something viewable a movie and not put too much strain on my comp.

What tool would u recommend to use for converting the movies into something smaller/better compressed. Thus making it possible to use on a homepage?

Virtual dub and xvid codec, then set what quality you want in xvid setting in virtualdub.
