nation transfer problem!

I bought nt scroll before 3 hours,i m logging in my KOL and nt appears ready,i press the button for transfer and i got
a message which says : ERROR !!! nt failed,try again later

Anybody have the same problem?

1. All characters on the account must quit their clans

2. All characters on the account must quit all active quests.

I did all of that and nothing. It's bugged. Until K2 fixes it, no one is going anywhere.
