I downloaded vegas 9 not too long ago, and i have really no idea how to start a new project in 4:3 since the settings look weird lol.
first i get to chose if the movie's gonna be shown in euro/asia or america/japan, then i get a list of output types, but none of those are 4:3.

    help plox

Why would you want 4:3 in first place? 16:9 is the way to go. Either way it's just resolution dependant.

    Common 4:3 Resolutions:
    640x480
    800x600
    1024x768
    1280x1024
    1600x1200

    16:9 Resolutions:
    640×360
    856×480
    960×540
    1024×576
    1280×720
    1366×768
    1600×900
    1920×1080
    2048×1152

The output type it lets you select is obsolete, just go with HD or High Quality Internet Movie, whatever you want, in the end you'll be changing and adjusting the resolution, frames, bitrate, codec, audio, compression etc. by yourself anyway.

Not neccessarly, 16:10 is more commonly used in monitor resolutions, as it goes for movies though 16:9 is still the most used AR.

    ie.: 720p and 1080p are both 16:9, 1080i can be both, 16:10 or 16:9.
