Use a compressed air spray and a vacuum cleaner. Blow the dust with the air spray, and suck it away with vacuum cleaner.

PS: put ur fingers at the fan so it doesnt spin while u blow the dust, or else u will damage the ballbearings inside the fan

Get real close to the fan, take a deep breathe, suck in real hard and blow. Hmmm, close your eyes.

Thats why I said use air spray to blow it first, and suck it away while u blow it with air. (Not suck directly at it)

And yes, I know vacuum cleaner generate static electricity, but if u keep it far away enough, it would be no problem.
