Use a compressed air spray and a vacuum cleaner. Blow the dust with the air spray, and suck it away with vacuum cleaner.
PS: put ur fingers at the fan so it doesnt spin while u blow the dust, or else u will damage the ballbearings inside the fan

And yes, I know vacuum cleaner generate static electricity, but if u keep it far away enough, it would be no problem.
Take a dustsucker (xD) and just blow on the farn(whatever it is :P)
