When I installed Vista, I made my account the computer admin. I need to put a file into my System32 folder, and it wont let me because it wont recognize my Administrator Privilages. I read there was some trick to get that to work in Vista, however it was all for older versions

its how microsoft designed vista. that feature is stolen from unix/linux. whatever your account is it will ask you. only way to go is turning user account control off from user accounts in control panel.
