What do those repel physical attack things do? Is it like weapon defense for all physical attacks?

it's like this

if u have 50 repel physical attack it's like u will give the attack 50% of his damage back to him

example:
I hit u for 1000dmg and u have 50repel physical shield I get hitted for 500dmg by u
