Can some one help me create a target ring?

Hey guys wanted to create a target ring i really don't know how to create it, but i could get access to photo shop. Maybe someone that's photo shop savvy can just make it ^_^

I like just the start minus the English words hope someone can help.

if you want the background transparent you have to cut it off and that's a very-very long work

I have no idea if it's gonna work with those new target rings. I don't have client to test it, even priv, so I'm not sure they'll even work with private server

Arggg yeah i was hoping to have it transparent and they do work i have the pedo bear target ring.
