IN +3 is still a sick item and +4 is just insane... It's 81 Iron Necklace's - probably impossible for any legit player to get, maybe in a few years with lots of luck involved

it's not just about having 81 IN's.
upgrading a unique to +4 is VERY low chances , people tried with lupus and those ages ago.
It's like 10% chance and even less , I don't think any SANE person would risk 3 IN's +3.

The guys is in 6th not 7th. His equipment is not perfect.

Guy probably had IN+3. Now he has 2 more wep def, 5 more health, 5 more strength.

Only real effect is he can sell the IN+3.

He said it's nothing FOR HEAVEN , not for regular players.
Heaven is known for having +3/4/5 uniques and +9/10 items.
