This is incorrect, every person in this game is smart (or dumb) enough to use hacks, look for example to the Turkish kids in cybercafé's that are using it all the time. So if Astaroth says he is to stupid to use a hack, then it does more sound like a ly, not getting further into this because this isn't worth it.
