The AP bonus from skeleton belt only increase accurate, so it only benefits rogues or lvl 57- warriors, as all BP skills are failsafe.
Personally I would pick glass belt over a skeleton belt, by the simple reason glass belt gives 10 int which is equal to around 1 helis/judgment. Glass belt also have all weapon def while skeleton belt doesnt have arrow, axe and sword def, but 30 glacier instead. Another plus from glass belt is, it can be used for BP or tank priest, while skeleton belt only fits to a melee.

% of helis's attac is not so great, main reason why helis pwns is additional dmg.. my opinion

"A fail-safe attack that inflicts 250% damage and an additional 400 damage that disregards defense."

"Helis failed" is not equal to the description "failsafe". When u see a "Helis failed" on ur screen, it means ur target was too far when u used the skill. However a real failed skill would do ridiculous low damage. Try play a warrior without the failsafe skill, about 40% of the time u would do no damage at all, if u got element on ur weapon u would actually see the failed damage, but still hits ridiculously low.
A sidenote: the so called failsafe skills can still fails, but VERY rare. u will get about 1 failed skill hit out of 100~200 hits.

And about the additional dmg, its only 400 damage vs mobs, in PvP its only 1/3 of 400 (133). Dont believe it? Go test it urself, buy urself the cheapest dagger and equip it so u have 5 AP, that way u can be sure u only hitting with additional dmg, and not from ur AP. Go to arena and u will hit 133~135 everytime.

so like how archers have skills that do damage from 400 then somehow hit for 40
