those bonuses cannot be better (I think unless it was exceptional set but I'm not sure )

Looking at the priest exceptional and non-exceptional armor in that pic, it looks like the only difference between exceptional and non-exceptional armor is that the exceptional version gives slightly more bonus over the non-exceptional.

The defence doesn't seem to increase with exceptional armor (I didn't think it should to begin with).

So, in summary:

Exceptional = Slightly more bonus (not too much), same defence as shell
Non-Exceptional = Regular bonus, same defence as shell
