Depends on the type of sig: photoshop for regular, flash for animated.

u can learn it all just like some new game first time playin dont have a clue wtf should i d do ! for example KO when i started playin i maked my self a priest and i put dex and mp on experience points damn....

It doesn't take long to learn how to make decent sigs if you just go and do some of the online tutorials to familiarise yourself with the techniques. A lot of the time you don't really need to start from scratch, just take a background image, crop and filter as you see fit then add your other assets. Simply put, once you have layers, filters and blending down, you can make some very nice looking sigs of your own
