need help with times

i cant fukcing calcutale.... thats why i made this topic and asked this question..

so answer on it instead of writing unnecessery things

from -8 to 0 there are 8 hours . from 0 to +1 there is an hour .so totaly the difference is 9 hours but it is +9 . COz ur time is earlier.
SOOO
when the time is 03:00 pm (15:00) there , it will be 12:00am (24:00) at GMT +1 and 07:00 pm will be 04:00 am . Someone correct me if i am wrong.

+3h then remove/add 12h so 15.00=06.00 24.00=15.00, and yes i know i count strange but its corect
