i'm not sure you can call something that has never been enabled a bug h34r:

a bug is more like something that worked before, but now doesn't because of bad programming. deleting a character was never enabled.

However both have been disabled as, with the delete character u were able to create a level 0 unknown character and dupe with, and the select character has been disabled due to dupe, avoiding of the non prem message AND hacking, the select character allowed you to mem hack into any character you'd like.
