How do you open a XML file?

I was told to put it in with your other log files and open it from there, but whenever I open it all I get is a jumbled mess.

-IE won't open it:
The XML page cannot be displayed
Cannot view XML input using XSL style sheet. Please correct the error and then click the Refresh button, or try again later.
