You can go on to Google and type in Proxy Servers. They will change the IP for you.

It just masks your IP. Go type it in on google and I am sure you can find some stuff about how it exactly works.

    ipconfig /release
    ipconfig /renew

    in console ?

or unplug the internet cable for a few seconds. i don't think you've set up a static ip address, so it should get a new one if you plug the cable back in.

some places (like my dorm) have permanent static ip that can not be changed so a solution for me is using proxies only. its actually quite easy to use them and it takes few minutes to learn about them also.

You just go towards an proxy site as said before, an site like this one: http://www.zend2.com/

Fill in the website you got banned from and press GO and your good to go! If its not working try other proxy sites.
