I'll try to tell story in a short way :P

Well like 2 days ago i registered in a paypal, added my credit card, verified it. Now then i want to add funds always then i click on option ''Add funds'' i get this ''Add Funds is Not Available PayPal does not currently offer the ability to add funds from your bank account''. What this mean? And how to add funds then?

p.s I'm totally nub in paypal
